What is actually driving standards higher, what is not, and why progress is so uneven.
People ask me whether the industry has genuinely changed since Grenfell and the Building Safety Act, or whether much of it is still just compliance on paper. I will give you the honest answer, not the comfortable one.
The pressure has gone up; there is no question about that. But has the culture changed across the board? No. It is uneven and incomplete, and anyone telling you the whole sector has been reformed is kidding themselves. Some operators have properly raised their game. Plenty of others are doing the bare minimum the rules force on them and not an inch more. You see it most clearly in fire protection.
What is actually driving the change is enforcement. The HSE has visibly stepped things up. Unannounced visits. And they are very public now about prosecutions and failed inspections, which is exactly the right call, because it makes the cost of getting it wrong real. That changes behaviour faster than any amount of good intentions ever will.
The genuine improvement comes from two things together: enforcement and operators who would do it right anyway and keep proving it through regular training and auditing. That second group does not need chasing. We reaffirm our competence because that is the job, not because somebody is standing over us. The culture has not shifted evenly yet. Where it has, it is because somebody decided to lead instead of wait.
