The asbestos ban took effect in 1999. For those working on or managing buildings constructed before 2000—covering a significant portion of London’s commercial, residential, and public buildings—that date marks the beginning of the risk, not its conclusion. Asbestos remains hazardous even after twenty-five years of being undisturbed. In fact, over time, it often becomes more problematic as the materials age, degrade, and become more fragile.
Enforcement activities throughout Greater London continue to reveal consistent issues. Asbestos registers often remain outdated after property transfers. Management surveys are frequently poorly executed or focus on incorrect areas. R&D surveys are not always conducted prior to refurbishment, resulting in mid-project discoveries that halt work and pose safety hazards. These issues are longstanding, yet their continued prevalence indicates that duty holders still fail to fully recognise the importance of proper asbestos management.
The duty under CAR 2012 covers all non-domestic premises, including schools, hospitals, local authority buildings, retail, and commercial properties in London and the South East. It requires maintaining an up-to-date, accurate asbestos register that is accessible to anyone who might disturb asbestos-containing materials, along with a management plan reflecting the current state of these materials. Relying solely on management surveys is inadequate prior to refurbishment; a Refurbishment and Demolition survey in accordance with HSG 264 standards is necessary.
What complicates the situation in London and the South East is the diversity and density of buildings. This includes former industrial sites now used for residential or commercial purposes, Victorian and Edwardian structures that have undergone multiple refurbishments over the years, and high-rise residential towers with complex service systems. Each building type presents its own asbestos risk profile, making a one-size-fits-all approach to surveys and management ineffective.
Spectra offers UKAS-accredited asbestos surveys, air testing, fibre counting, as well as licensed asbestos removal and remediation services throughout London and the South East. Whether duty holders need to meet the standards set by CAR 2012 or project teams require R&D surveys and integrated removal plans before refurbishment, we provide comprehensive solutions within a single program.

A Quarter of Social Housing Blocks with Life-Critical Fire Defects Won’t Be Fixed Before 2030
